How do I create a rss feed for my website using notepad?

I don't want to upload Wordpress because I couldn't figure out how to design it the way I want to, while keeping my past blog articles. I just want to know how to create a rss feed for my website using notepad. And no, I'm not interested in spending money on software that does it for me.
